Weather Files in FTP Directory

Can anyone help me wth the following?
There is a URL, the name of a Public Directory and a file within that
directory.
To get on-line the Web, I have an MSNTV
unit (formerly WebTV).

I can acess the Directory, the Guidance sub-directory, but when I click
on the
specific file (see below), I get a pop-up
which states .... The item chosen contains a kind of information that
can't be used.

I don't understand this --- please help.
