Hello!
i'd like to have a software to make weather maps, with cloudies, symbol of
snow, rain, fog and so on...; i didn't find anything on the net.
Could you please help me?

Suggest you also ask in groups such as alt.comp.freeware.

But, if you do pick that one, and you're happy to have a solution
that's not actually freeware, make sure you mention that fact. Then
you may get suggestions from the braver souls about possible shareware
or commercial offerings too.
