Default perceptible temperature!

I need everything about wind chill and perceptible temperature. The
influence of moisture interests me on perceptible temperature
particularly.

Regarding windchill follow this link from the Meteorological Service of
Canada.

http://www.msc.ec.gc.ca/education/wi...t_aug_10_e.cfm

It is in English, but you can switch to French if you wish by clicking
"francais" at the top.
