Default OT? Rain, Rita, and flooded evacuation

Sorry if this is OT, but: Near as I can figure, northeast Texas, maybe as
far west as Dallas-Ft. Worth, is not going to be a good place to be by the
middle of next week, being under a Biblical deluge - and it sounds like a
lot of folks from the Houston area were headed north to that neck of the
woods. Does anyone know if the emergency management system is ready for
that?
