By records kept by observers, same as today. During era of SAILING
people knew more about winds and windspeeds than people today. Even
today they can forensically determine the wind speeds through
destructive power, which is never that far off. It just so happens to
fit the measured windspeeds, but you could know without wind gauges if
you knew the amount of force required to do destructive work.
Scientists hundreds of years ago had already figured out these things.

If it didn't happen then it didn't get recorded. Really simple. There
were no stealth hurricanes 1-inch thick sneaking between observers. The
reason the record goes back to 1851 is because the observers networks
were thick enough so that stealth hurricanes never escaped notice.
However, not all the recorded observation were collected together in
one place. That process is being completed now.

Statistical frequency is another item. Places which are covered with
satellites now do not get hit every year. In fact few places get hit
more often than once every 20 or 30 or 40 years. Your premise is the
sparcly populated coasts got hit often just when there were few people
to notice it. It fails. Mail was shipped on regular and frequent
schedules. Without weather warnings, these ships reported canes they
met, several ships reporting each cane, and newspapers published these
reports. There was no coast not partolled every day. There was no vast
open seas not patroilled every day.
