Default NWS products file format

Does anyone have any info on the format of the sn.xxxx (x's being
numbers) files like the ones he
'ftp://tgftp.nws.noaa.gov/SL.us008001/DF.of/DC.radar/DS.p19r0/SI.kmkx/'
?. I want to make an application like grlevelx for linux but I can't
seem to find any info on how to deal with these files.
