I have no record for Wahington DC and I am not sure
the meaning of the phrase "hit by a hurricane," but if
you are asking. "Has a tropical storm track ever been
near Washington DC?" the answer is:

It looks like one hurricane and three tropical storms inside what's now
the Beltway. The hurricane was in 1878. You can plot tracks at
