Default JTWC site down? or just my problem?

G'day mates,

I'm having no luck connecting to the Joint Typhoon Warning Center
from a friend's PC. Been trying various links turned up by
googling "jtwc". For example:

http://www.npmoc.navy.mil/jtwc.html
and
https://metocph.nmci.navy.mil/jtwc/ab/abpwweb.txt

as I'm not sure of the current correct URL.

I did manage to connect on 18 Oct 2006, but not on subsequent daily
attempts.

Using Win XP Home and MSIE 6.0 over an ADSL wireless router.

May have something to do with security at the site, or
certificates, or security on this system? It's a bit puzzling that
it worked the first time I tried, but now fails -- as though
something got "reset" or whatever.

Is this problem just mine, or is the site really down?
If the former, any suggestions for a solution?

I can get to those links if I acknowledge some warnings about problematical
security certificates.

"The security certificate presented by this website was not issued by a
trusted certificate authority.
The security certificate presented by this website was issued for a
different website's address."

Thanks for your reply, Fred. Sounds like the problem is at this
end. I was expecting to get those warnings too. In fact I did
back when I was able to get though on 18 th Oct. But even those
warnings don't show now. Just get a failed to connect screen.

The problem is most likely due to security settings on this
borrowed system, so I've got no idea how to go about getting round
them. I'm told the system is using the XP Home firewall, along
with whatever settings are associated with MSIE 6 itself; but
there's no one around for the next week or so who knows how it has
been set up. :-(
