The Lower Troposphere is not the GLOBE.

Look at the bottom of the data file.
UAH gets 0.144/Decade, which agrees with me.

I see that May 2006 had the lowest temperature anomaly in the last
12 months. We had a high in January, brought about by El Nino, and
relative temperatures have been dropping ever since. Now we're in a
"La Nina" trend, and relative temperatures will be dropping over the
next 12 months- A. McIntire

That could be. ENSO effects are more easily seen
in MSU data as well.
