No they don't.

Some say the PDO may offset the affects of GW for up to a decade, but
after it's over, GW will resume (and even faster, as there will be
another 10 years' or so CO2 in the atmosphere). The IPCC didn't say
this -- they haven't met recently.

You are right, its not the IPCC its that guy in charge who admitted to
the cooling. Its other studies that are saying it will cool till
2015.

Mind you, thats 1998 to 2015, 17 years, almost enough to male a trend
