Betrayal among friends

Like the NSA, of America largest and discreet secret service, German
companies spies and a billion-damage arranges
The spy came from cold weather. "At the external wall of the tower I climbed
on a narrow ladder 42 meters highly", describe Ruth Heffernan their
waghalsigen espionage employment with zero degree and icy wind on a field in
the proximity of the ostfriesischen small town Aurich. In wind and weather

The object of their curiosity was called simple: E40. The ostfriesischen

Behind the procedures, then, put the American competition turned out:
Kenetech wind power Inc. With the procedures the enterprise from the
California Livermore wanted to hold itself the competitors of the body.
Enercon managing director Aloys Wobben was cited and two weeks long in
Washington was heard. Then Wobben got and its American lawyers - possibly by
mistake - the evidence of the opposite side to face. Apart from a

Oldenburg, fetched Ubbo, a physicist and a Meterologen, who are active for
us as free coworkers. It had contact to the farmer, some Enercon-40
possesses and in the employment has."

The Spionagetrio went into the ground station, set the safety system
repealed and called, after a code was entered, displays off. Then they
turned the machine off. The 40 meters of large rotor blades came to
standing. Now only the three dared the ascent to the cab at the point of the

The Enercon managing director could not seize it. There was the proof that
spies had questioned intensively his E-40. But how had Heffernan, Jans and
de Witt on that day the computer codes cracked and lamely put the safety
system?

(NSA).

confidential analysis: "The American intelligence services are strengthen
restaurant economics to operate and for the economic security of the USA
contribute in such a way." While the Germans do not do such a thing
officially (there is to it no order of the parliament), have Clinton to its
secret services a larger commitment with the procurement of economic
parameters ordered.

At the Federal Office for protection of the constitution in Cologne the
counter-espionage - at least official - maintains still the old concept of
the enemy: The agents come from the east. Spying German enterprises by "got
used to" services like the NSA is for the Verfassungsschützer a taboo topic.
Also Ernst Uhrlau, since November 1998 secret service co-ordinator in the
chancellorship, does not want to believe in a purposeful reconnaissance
action. "I am firmly convinced that the USA in Germany no restaurant

In the informal discussion between Schlapphüten and safety managers name
always falls: NSA. Almost behind each espionage scandal of the past years
put the secret service, be called it with Pils and occupied rolls. For
example in the case López, which escalated to the war between two car

NSA and US Government reveal themselves to the public.

When on 14 September 1998 in the European parliament about Echelon one
spoke, Martin fearing for man, at that time still European Union
commissioner entrenched itself, behind a cloudy explanation: "I am not the
opinion that this affair Echelon, if it should be one should take our entire
debate over the relations to the USA." The European Union is not to be
concerned with problems, "those probably not the largest world community is".
The European Union parliamentarians presumed to the grotesque demand, one
need only still another further report - one, in which the NSA uncovers
their hearing possibilities.

Also in Germany the politicians obviously left the courage. 1997 demanded
the SPD Bundestag faction in a paper, "multi or bilateral agreements, around
the employment of secret services for the industrial espionage to exclude".
Dieter Wiefelspütz, domestic speaker of the SPD faction to be embarrassing
seems it today to the signers of the paper to belong: "Our inquiry was
somewhat naive at that time."

Another signer, Fritz Rudolf body (SPD), meanwhile to the parliamentary
Secretary of State in the Federal Ministry of the Interior ascended,
reassuring recently its parliamentary group colleague Angelika count. Those
had inquired anxiously with Otto Schily, what at the rumor to it is that the

Ubbo de Witt, who is accused of in March 1994 Enercon to have spied. Much to

suspicion on industrial espionage. Thus de Witt could be made liable also
only because of an offence against the law against mean competition. The
fact that a strange secret service had the fingers in the play cannot

Enercon has itself against further wire-tappings prepared. Kilometer way let

Kenetech, which knew to resist Enercon only with espionage. The enterprise
had to announce bankruptcy, the project and patent laws acquired a
subsidiary in Dallas of the resident Erdgasmultis Enron.

One day, after Kenetech had to introduce the bankruptcy proceedings, in
Washington the judgement in the patent protection procedure was announced
against Enercon: Because of the danger of an infringement of a patent the
judges imposed a general import prohibition for Enercon, valid up to the
year 2010. Until today the company suffered turnover losses by the espionage
of 100 million Marks. And the 300 planned additional jobs did not also
develop.

Verrat unter Freunden

Wie die NSA, Amerikas größter und verschwiegenster Geheimdienst, deutsche
Firmen ausspioniert und dabei einen Milliardenschaden anrichtet

Die Spionin kam aus der Kälte. "An der Außenwand des Turms kletterte ich auf
einer schmalen Leiter 42 Meter hoch", beschreibt Ruth Heffernan ihren
waghalsigen Spionageeinsatz bei null Grad und eisigem Wind auf einem Acker
in der Nähe des ostfriesischen Städtchens Aurich. Bei Wind und Wetter hatte
sie an jenem Märztag 1994 ihr Leben riskiert, um in die modernste
Windkraftanlage der Welt einzudringen.

Das Objekt ihrer Neugierde hieß schlicht: E40. Der ostfriesischen Enercon
GmbH war es gelungen, mit der E-40 eine Windmühle zu präsentieren, die der
Konkurrenz technisch um Jahre voraus war. Die Anlage wurde zum
Verkaufsschlager: Bis heute haben die Auricher weltweit über 1650 Stück
davon verkauft.

Hinter den Verfahren, so stellte sich heraus, steckte die amerikanische
Konkurrenz: Kenetech Windpower Inc. Mit den Verfahren wollte das Unternehmen
aus dem kalifornischen Livermore sich die Wettbewerber vom Leibe halten.
Enercon-Geschäftsführer Aloys Wobben wurde vorgeladen und zwei Wochen lang
in Washington vernommen. Dann bekamen Wobben und seine amerikanischen
Anwälte - möglicherweise aus Versehen - das Beweismaterial der Gegenseite zu
Gesicht. Neben einer Vielzahl von Fotos, die das komplette Innenleben der
E-40 zeigten, befand sich auch der achtseitige Spitzelbericht von Ruth
Heffernan. Darin schildert sie detailliert, wie sie zusammen mit ihrem
holländischen Kenetech-Kollegen Robert "Bob" Jans und dem Oldenburger Ubbo
de Witt die Enercon-Anlage ausspionierte: "Verließ Groningen am frühen
Montag, 21. 3. 94, mit Bob Jans. Fuhren nach Oldenburg, holten Ubbo ab,
einen Physiker und Meterologen, der für uns als freier Mitarbeiter tätig
ist. Er hatte Kontakt zu dem Bauern, der eine Enercon-40 besitzt und im
Einsatz hat."

Das Spionagetrio ging in die Bodenstation, setzte das Sicherheitssystem
außer Kraft und rief, nachdem ein Code eingegeben wurde, Displays ab. Dann
stellten sie die Maschine ab. Die 40 Meter großen Rotorblätter kamen zum
Stehen. Jetzt erst wagten die drei den Aufstieg zur Kabine an der Spitze des
Windrades, dort, wo sich das Herzstück der E-40 befindet. "Wir verbrachten
über 60 Minuten da oben, redeten über die Maschine und machten Fotos."

Der Enercon-Geschäftsführer konnte es nicht fassen. Da war der Beweis, dass
Spione seine E-40 ausgeforscht hatten. Doch wie hatten Heffernan, Jans und
de Witt an jenem Tag die Computercodes geknackt und das Sicherheitssystem
lahm gelegt?

Da gab ein WDR-Journalist dem Windkraft-Manager einen Tipp: Ihm hatte ein
amerikanischer Geheimdienst-Mitarbeiter offenbart, dass seine Organisation
einen großen Lauschangriff auf die Auricher verübt habe. So seien
Firmenkonferenzen über die Telefonleitungen abgehört, Sicherheitscodes und
geheime Forschungsunterlagen abgefangen und der amerikanischen Konkurrenz
von Kenetech zugespielt worden. Den Namen jenes Geheimdienstes, der per
Telefonleitung in seine Firma eingebrochen sein soll, hatte Wobben noch nie
gehört: National Security Agency (NSA).

Stop-and-go auf dem Baltimore-Washington-Parkway in der US-Bundeshauptstadt.
Zwischen acht Uhr und neun Uhr ist Rush-Hour. "Da vorne müssen wir links
rein", sagt der Fahrer, wechselt ruckartig die Spur, biegt am Schild mit der
Aufschrift "National Security Agency" ab und fährt vorbei an einem
Parkplatz, der so groß und so voll ist wie der des Münchner Olympiastadions
beim Heimspiel des FC Bayern. Die Zahl der Autos ist der einzige Weg, eine
Vorstellung von der Größe des größten und geheimsten der amerikanischen
Geheimdienste zu erhalten. Rund 20 000 Fahrzeuge hat man auf dem Parkplatz
gezählt. In Wirklichkeit dürfte die Zahl der Mitarbeiter weit höher liegen -
allein im Bundesstaat Maryland soll die NSA 40 000 Beschäftigte haben. Rund
um den Globus kommen noch etliche tausend hinzu. Die Mehrheit der Amerikaner
konnte jahrzehntelang mit dem Kürzel NSA nichts anfangen. Lange Zeit wurde
es mit "No Such Agency" übersetzt - ironisch für die überaus erfolgreiche
Geheimhaltung des riesigen Apparates 30 Kilometer vor Washington.

Eine Spezialität der NSA ist nach Ansicht deutscher Experten die
Wirtschaftsspionage. Amerikanische Firmen benutzten den Geheimdienst, um
sich unliebsamer ausländischer Konkurrenz zu erwehren. Aus offenem
Wettbewerb sei längst ein Wirtschaftskrieg geworden. Doch schuld sind nach
amerikanischer Lesart vor allem die anderen. CIA und NSA haben ein Image
aufgebaut, wonach nicht die NSA die Hoheitsrechte anderer, freundlich
gesinnter Staaten verletzt, sondern lediglich die eigene Wirtschaft schützt.
Die Clinton-Administration hat Industriespionage zur nationalen Bedrohung
erklärt und bereits im Juni 1995 in einem als "geheim" klassifizierten
Bericht an den Kongress behauptet, dass Frankreich, Israel und Japan
amerikanische Unternehmen ausspionierten. Auch Deutschland, England und
Kanada seien aktiv: "Diese Länder haben wirtschaftliche und technische
Informationen in den USA im Visier, obwohl sie mit den USA freundschaftliche
Beziehungen pflegen."

Die Kunde vom Wirtschaftskrieg unter Freunden ist längst auch nach
Deutschland gedrungen, wo Wirtschaftsspionage einen Schaden von
schätzungsweise 20 Milliarden Mark jährlich anrichtet. Bereits 1991 schrieb
der Bundesnachrichtendienst in einer vertraulichen Analyse: "Die
amerikanischen Nachrichtendienste sollen verstärkt Wirtschaftsspionage
betreiben und so zur wirtschaftlichen Sicherheit der USA beitragen." Während
die Deutschen so etwas offiziell nicht tun (es gibt dazu keinen Auftrag des
Parlaments), hat Clinton seinen Geheimdiensten ein größeres Engagement bei
der Beschaffung von Wirtschaftsdaten verordnet.

Beim Bundesamt für Verfassungsschutz in Köln pflegt die Spionageabwehr -
zumindest offiziell - noch das alte Feindbild: Die Agenten kommen aus dem
Osten. Das Ausspionieren deutscher Unternehmen durch "befreundete" Dienste
wie die NSA ist für die Verfassungsschützer ein Tabuthema. Auch Ernst
Uhrlau, seit November 1998 Geheimdienst-Koordinator im Kanzleramt, will
nicht an eine gezielte Spähaktion glauben. "Ich bin der festen Überzeugung,
dass die USA in Deutschland keine Wirtschaftsspionage betreiben", sagte er
der ZEIT. Auf die Raubzüge amerikanischer Agenten im Bereich der so
genannten "ökonomischen Aufklärung" reagieren die Verfassungsschützer
bislang mit Appellen an die deutsche Wirtschaft, "mehr Problembewusstsein"
zu entwickeln. Nur hinter vorgehaltener Hand fordern die Chefs einiger
Landesämter für Verfassungsschutz, die "Abwehrarbeit neu zu strukturieren".
Es dürfe "keine Verengung des Blickfeldes nach Osten geben".

Stuttgart, Ende Juni 1999. Im Haus der Wirtschaft sitzen hinter
verschlossenen Türen Geheimdienstler und Sicherheitschefs deutscher
Unternehmen. Das Thema: Spionageabwehr. Die Verfassungsschützer aus
Baden-Württemberg, Gastgeber des Symposiums, reden Klartext. Nicht nur
Russen, Chinesen oder Iraner seien die Gegner, verkündet Harald Woll, Leiter
der baden-württembergischen Spionageabwehr. Beim Thema Wirtschaftsspionage
seien auch die Geheimdienste befreundeter Staaten zu beachten. Allen voran
die NSA.

Im zwanglosen Gespräch zwischen Schlapphüten und Sicherheitsmanagern fällt
immer wieder ein Name: NSA. Nahezu hinter jedem Spionageskandal der
vergangenen Jahre stecke der Geheimdienst, heißt es bei Pils und belegten
Brötchen. Beispielsweise im Fall López, der zum Krieg zwischen zwei
Autokonzernen eskalierte. General Motors hatte den Manager beschuldigt, er
habe bei seinem Weggang zu VW geheime Unterlagen mitgenommen. Bei der
Beweisführung war dem amerikanischen Konzern offenbar ein Lauschangriff
behilflich. Die NSA, erzählt ein Geheimdienstler, habe Videokonferenzen von
VW mit López abgehört und den Inhalt der Gespräche General Motors
zugespielt.

Genüsslich zitiert ein anderer Geheimdienstler in der Runde den San
Francisco Chronicle . Danach hat der europäische Flugzeugriese Airbus 1994
nur deshalb einen Sechs-Milliarden-Mark-Auftrag aus Saudi-Arabien nicht
bekommen, weil der amerikanische Erzkonkurrent Schützenhilfe von der NSA
bekam. Der Geheimdienst-Gigant soll alle Faxe und Telefonate zwischen Airbus
und den Saudis aus dem Äther gefischt und an Boeing weitergegeben haben.
Somit war es für die Flugzeugbauer aus Seattle ein Leichtes, den Saudis ein
günstigeres Angebot zu unterbreiten.

Fast schon legendär der Fall, den ein anderer zum Besten gibt: 1995, bei den
Genfer Verhandlungen über Autoexporte von den USA nach Japan, soll die
Hotelsuite der japanischen Handelsdelegation abgehört worden sein. Jeden
Morgen habe der US-Verhandlungsführer quasi zum Frühstück die nächtlichen
Beratungsergebnisse der japanischen Seite serviert bekommen. Die betroffenen
Unternehmen selbst wollten sich zu den Vorfällen nicht mehr äußern.

Alle genannten Fälle haben eins gemein: Es gibt nur Indizien für
NSA-Aktivitäten, stets fehlt der letzte Beweis. So auch im Fall Enercon, der
beim Geheimdienstler-Symposium heiß diskutiert wurde. "Das Problem ist, dass
wir es mit technischer Spionage zu tun haben", klagt Helmut Rannacher,
Präsident des baden-württembergischen Verfassungsschutzes. "Diese Art der
Spionage ist lautlos, wir haben keine festgenommenen Personen, wir haben im
Zweifel nur entsprechende Folgen. Der faktische Nachweis der Spionage kann
kaum geführt werden."

Aber wie kommen die Informationen der NSA zu den amerikanischen Firmen? Den
Informationsfluss regele das US-Wirtschaftsministerium, das Erkenntnisse der
CIA und der NSA an die Unternehmen weiterleite, weiß einer aus der
Stuttgarter Runde zu berichten. Dafür gebe es im Ministerium eigens ein
Verbindungsbüro, Zimmer 6854: Office of Intelligence Liaison.

Die Landstrasse L 11 teilt Mietraching, Ortsteil des Kurstädtchens Bad
Aibling, in zwei Welten. Auf der einen Seite oberbayerisches
Einfamilienhaus-Idyll, auf der anderen Seite ein Stück Amerika:
"Militärisches Sperrgebiet. Bereich der amerikanischen Streitkräfte.
Fotografieren, Anfertigen von Notizen oder gar Zeichnungen verboten!" Das
Schattenreich wird überragt von bis zu 20 Meter hohen, geriffelten
Alukuppeln, die wie riesige Golfbälle in der Talebene liegen. Dahinter
verbergen sich Parabolspiegel der NSA. Sie sind längst nicht mehr nur nach
Osten gerichtet. Von Bad Aibling aus hört die NSA auch westeuropäische
Konzerne ab. Dabei verwendet sie das Abhör- und Auswertungssystem Echelon,zu
Deutsch: Staffelung. Die Anlage ist nach dem englischen Menwith Hill der
größte NSA-Horchposten außerhalb der USA. Einem EU-Bericht zufolge ist
Echelon bereits seit mehr als 20 Jahren in Betrieb. Mit diesem angeblich
weltweit größten elektronischen Überwachungssystem kann der amerikanische
Nachrichtendienst quasi jedes Telefongespräch, jede E-Mail und jedes Fax auf
der Welt abfangen und auswerten; "die größtmögliche Invasion in die
Privatsphäre", so der Kanadier Mike Frost. Er hat jahrelang beim Aufbau und
Betrieb des Abhörsystems mitgearbeitet.

Echelon besteht aus etwa 120 über den Erdball verteilten Stationen, die rund
um die Uhr Telekommunikationssatelliten und Mobilfunksender abhören sowie
Untersee-Telefonkabel und Mailserver anzapfen. Alles in allem, schätzt der
ehemalige NSA-Direktor William Studeman, würden in einer halben Stunde wohl
rund eine Million Nachrichten mitgeschnitten. Interessant sei davon im
Schnitt nur eine einzige.

Die so gewonnenen Informationen werden mithilfe des
Künstliche-Intelligenz-Systems Memex anhand von Schlüsselbegriffen
durchsucht und ausgewertet. Sobald ein NSA-Mitarbeiter das entsprechende
Stichwort eingegeben hat, werden alle damit in Zusammenhang stehenden
Telefongespräche, Faxe und E-Mails registriert und nach Wichtigkeit
sortiert.

Im Sommer 1984 machte der neuseeländische Friedensaktivist Nicky Hager mit
ein paar Freunden eine kleine Exkursion nach Tangimoana nördlich von
Wellington, um eine neu entdeckte Abhörstation des neuseeländischen
Geheimdienstes zu besichtigen. "Als niemand kam und uns wegschickte",
erinnert sich Hager, "sahen wir uns um und notierten, was wir sahen." Zwölf
Jahre lang hat Nicky Hager danach recherchiert. Er sprach mit 50
neuseeländischen Geheimdienstlern, wälzte staatliche Verzeichnisse, um
anhand von Kfz-Kennzeichen und Mitarbeiterlisten des
Verteidigungsministeriums die weltweiten Einsätze der Spione zu verfolgen.
1996 legte er sein Buch Secret Power vor, die bis dato umfassendste Analyse
des Abhörsystems Echelon.

Offiziell diente der Horchposten auf Neuseeland nur der militärischen
Spionage. Hager fand jedoch heraus, dass auch private und geschäftliche
Kommunikation gezielt abgehört wird. Als er sich eines Abends mit einer
Kamera auf die Militärbasis Waihopai schlich, stellte er verwundert fest,
dass die Anlage - bis auf einen Wachposten - völlig verlassen war. "Den
stärksten Eindruck hat die Operationszentrale auf mich gemacht", erinnert
sich Hager. Die Fenster waren vergittert, die Computer summten alleine vor
sich hin. Überall Rechner und blinkende Lichter - Tausende Menschen wurden
dort vollautomatisch abgehört.

In der Kontrollzentrale hingen fünf Listen mit Stichworten, nach denen
gesucht wurde. Eine solche Liste, schreibt Hager, gleiche einem Wörterbuch:
Aufgelistet sind ein Name, ein Wort, eine Zahl, und wann immer das Suchwort
in einem Gespräch auftaucht, wird dieses automatisch aufgezeichnet und - je
nach Dringlichkeit - sofort zur Auswertung in die zuständige NSA-Abteilung
geleitet. Die neuseeländischen Behörden, immerhin Betreiber der Anlage,
hatten keine Ahnung, welche Gespräche die USA abfingen, denn der Mitschnitt
wanderte direkt in die NSA-Zentrale nach Fort Meade in Maryland.

Offiziell allerdings gibt es Echelon gar nicht - wie es auch offiziell keine
Wirtschaftsspionage zwischen befreundeten Staaten gibt. Entsprechend groß
war die Aufregung, als Anfang des Jahres eine Forschungsgruppe des
Europäischen Parlaments, die Scientific and Technological Options Assessment
(STOA), in einem Arbeitspapier darauf hinwies, dass Echelon vorrangig der
Überwachung nichtmilitärischer Ziele dient - dem Abhören von Regierungen,
Organisationen und Firmen.

Die NSA verweigert jede Stellungnahme. Sie will nicht einmal bestätigen,
dass sie die Abhöranlagen überhaupt betreibt. Der amerikanische
Geheimdienst-Mitarbeiter Dan Smith, bis 1993 als Militärattaché an der
Londoner Botschaft, betonte gegenüber der BBC, die NSA spioniere nicht im
Auftrag einzelner US-Unternehmen. Er gab allerdings zu, die Ziele seien so
breit ausgewählt, dass man "unvermeidlich" auch Kommunikation aufzeichne,
die militärisch nicht relevant sei. Die offizielle Linie lautet also:
Wirtschaftsspionage ist nicht Hauptaufgabe der NSA, sondern nur ein
Zufallsprodukt.

In Brüssel und Bonn haben sich die Politiker auf den bequemen Standpunkt
verlegt, erst dann gegen die "Spionage unter Freunden" zu protestieren, wenn
NSA und US-Regierung sich der Öffentlichkeit offenbaren.

Als am 14. September 1998 im Europäischen Parlament über Echelon gesprochen
wurde, verschanzte sich Martin Bangemann, damals noch EU-Kommissar, hinter
einer wolkigen Erklärung: "Ich bin nicht der Meinung, dass diese Affäre
Echelon, wenn es denn eine sein sollte, unsere gesamte Debatte über die
Beziehungen zu den USA einnehmen sollte." Die EU solle sich nicht mit
Problemen befassen, "die wahrscheinlich nicht die größten der
Weltgemeinschaft sind". Die EU-Parlamentarier verstiegen sich zur grotesken
Forderung, man brauche erst noch einen weiteren Bericht - einen, in dem die
NSA selbst ihre Abhörmöglichkeiten aufdecke.

Auch in Deutschland hat die Politiker offenbar der Mut verlassen. 1997
forderte die SPD-Bundestagsfraktion in einem Papier, "multi- oder bilaterale
Abkommen, um den Einsatz von Geheimdiensten für die Industriespionage
auszuschließen". Dieter Wiefelspütz, innenpolitischer Sprecher der
SPD-Fraktion, scheint es heute peinlich zu sein, zu den Unterzeichnern des
Papiers zu gehören: "Unsere Anfrage damals war etwas naiv."

Ein anderer Unterzeichner, Fritz Rudolf Körper (SPD), mittlerweile zum
Parlamentarischen Staatssekretär im Bundesinnenministerium aufgestiegen,
beruhigte kürzlich seine Fraktionskollegin Angelika Graf. Die hatte besorgt
bei Otto Schily angefragt, was an dem Gerücht dran sei, dass die USA von Bad
Aibling aus, das in ihrem Wahlkreis liegt, die deutsche Wirtschaft
ausspionierten. Nein, es gebe keinerlei Hinweise für Spionageaktivitäten der
USA in Deutschland, antwortete Körper. Erleichtert konnte Angelika Graf
ihrem Wahlkreis mitteilen: "Der US-Stützpunkt Bad Aibling trägt in nicht
unerheblichem Maße zur Wirtschaftskraft der Stadt bei. Dies sollte man
bedenken, wenn man derartige Anschuldigungen in die Welt setzt."

Gerhard Schmid, Europa-Parlamentarier der SPD, der im vorigen Job noch
empört gefordert hatte, die Bundesregierung, damals noch CDU-geführt, müsse
dringend etwas gegen die zunehmende Wirtschaftsspionage unternehmen, sagte
nun im Telefoninterview, dass es nur ein einziges Mittel gegen das Abhören
gebe: alle wichtigen Nachrichten verschlüsseln. "Und für Gebote oder
wichtige Verhandlungen müssen sich Manager eben ins Flugzeug setzen. Das ist
dann eben einer der Fälle, wo es sich wirklich lohnt, persönlich zu einem
Termin zu fliegen."

Inzwischen ermittelt die Staatsanwaltschaft Oldenburg gegen Ubbo de Witt,
der beschuldigt wird, im März 1994 Enercon ausspioniert zu haben. Viel zu
befürchten hat de Witt nicht. Staatsanwalt Schäfers ermittelt nicht wegen
wegen geheimdienstlicher Agententätigkeit, sondern nur wegen Verdachts auf
Industriespionage. Somit könnte de Witt auch nur wegen eines Verstoßes gegen
das Gesetz gegen unlauteren Wettbewerb haftbar gemacht werden. Dass ein
fremder Geheimdienst die Finger im Spiel hatte, kann Schäfers sich nicht
vorstellen. "Gibt es diese NSA überhaupt?", fragt er vorsichtig.

Enercon hat sich gegen weitere Lauschangriffe gewappnet. Kilometerweise ließ
das Unternehmen eigene Telefonstrippen durch Aurich verlegen. Jetzt sind die
Enercon-Mitarbeiter zumindest bei der internen Kommunikation nicht mehr auf
das öffentliche Telefonnetz angewiesen. Vertrauliche Informationen an
Geschäftspartner und Kunden werden nicht mehr per Telefon, Fax oder E-Mail
ausgetauscht, sondern nur noch persönlich, notfalls über Kurierdienste oder
den Postweg.

Der amerikanischen Konkurrenzfirma Kenetech, die sich gegen Enercon nur mit
Spionage zu wehren wusste, konnte letztlich nicht einmal die NSA helfen. Das
Unternehmen musste Konkurs anmelden, die Projekt- und Patentrechte erwarb
eine Tochterfirma des in Dallas ansässigen Erdgasmultis Enron.

Einen Tag, nachdem Kenetech das Konkursverfahren einleiten musste, wurde in
Washington das Urteil im Patentschutzverfahren gegen Enercon verkündet:
Wegen der Gefahr einer Patentverletzung verhängten die Richter ein
generelles Importverbot für Enercon, gültig bis zum Jahr 2010. Bis heute hat
die Firma durch die Spionage Umsatzverluste von 100 Millionen Mark erlitten.
Und die 300 geplanten zusätzlichen Arbeitsplätze sind auch nicht entstanden.

Like the NSA, of America largest and discreet secret service, German
companies spies and a billion-damage arranges
The spy came from cold weather. "At the external wall of the tower I climbed
on a narrow ladder 42 meters highly", describe Ruth Heffernan their

California Livermore wanted to hold itself the competitors of the body.
Enercon managing director Aloys Wobben was cited and two weeks long in
Washington was heard. Then Wobben got and its American lawyers - possibly by
mistake - the evidence of the opposite side to face. Apart from a
multiplicity of photos, which showed the complete inner feelings of the
E-40, was also the octagonal informer report of Ruth Heffernan. Therein it
describes in detail how it spied the Enercon plant together with her Dutch

Oldenburg, fetched Ubbo, a physicist and a Meterologen, who are active for
us as free coworkers. It had contact to the farmer, some Enercon-40
possesses and in the employment has."

The Spionagetrio went into the ground station, set the safety system
repealed and called, after a code was entered, displays off. Then they
turned the machine off. The 40 meters of large rotor blades came to
standing. Now only the three dared the ascent to the cab at the point of the
windwheel, where the heart of the E-40 is. "We spent over 60 minutes up
there, talked over the machine and made photos."

The Enercon managing director could not seize it. There was the proof that
spies had questioned intensively his E-40. But how had Heffernan, Jans and
de Witt on that day the computer codes cracked and lamely put the safety
system?

There a WDR journalist gave an hint to the wind force manager: An American
secret service coworker had revealed to it that its organization had
committed a large wire-tapping on the Auricher. Thus firm conferences were
heard over the telephone lines, Sicherheitscodes and secret research
documents intercepted and the American competition of Kenetech were passed
on. Wobben had not ever heard the name of that secret service, which was to
have broken in by telephone line into its company: National Security Agency
(NSA).

used to" services like the NSA is for the Verfassungsschützer a taboo topic.
Also Ernst Uhrlau, since November 1998 secret service co-ordinator in the
chancellorship, does not want to believe in a purposeful reconnaissance
action. "I am firmly convinced that the USA in Germany no restaurant
economics operate", said it the TIME. On the raids of American agents within
the range the Verfassungsschützer reacts to the "economic clearing-up so
called" so far with appeals to the German economy to develop "more problem

topic restaurant economics also the secret services of friendly states are
to be considered. Everything in front the NSA.

In the informal discussion between Schlapphüten and safety managers name
always falls: NSA. Almost behind each espionage scandal of the past years
put the secret service, be called it with Pils and occupied rolls. For
example in the case López, which escalated to the war between two car
