Default What is "mean ext. lows" ? (temperature graph)

That term is found on the following temperature graph:

Is "mean ext. lows" the average of lowest temperature during each
month over the number of years that data is available? (If Jan 2008
got down to, -8, and Jan 2007 got down to -10; the average of those
two years would be -9.)

a significant fraction of the globe's area.
