Read the research in full!!

Thats the lower atmosphere he's talking about.

In the upper atmosphere a lot of seeding goes on with cosmic rays.
In the lower atmosphere nothing is influenced by cosmic rays.

Since there is a big correlation of cosmic ray cycles with
climate, the only driver is the upper atmosphere and cosmic rays.

The guy doesn't make that assertion. But its abundantly clear the
connection is as described.



"According to Professor Lockwood, it is very unlikely that variations in
cosmic rays have played a significant role in recent warming."

Also it looks as if clouds, on balance, cause warming rather than
cooling:
