Default Subtle changes to my European data.

I've made some subtle changes to my *European* spreadsheet which affects
what is uploaded to my website but probably won't be obvious.

1. The *Barometric pressure, trend, humidity, wind direction and
strength* are all taken from the *12z synop*, previously I took these
from the the 18z synops. Present Weather has been replaced with Past
Weather.

2. *Wind gust*, depending whether the individual Country reports them,
will now be the maximum gust taken from any of the 3 hourly synops, 03,
06, 09, 12, 15, 18, 21 & 00hrs. If a gust is reported within any of
these times the maximum one should be picked up. If only one gust is
reported, that is what you will see.

3. *Grass minimum (Tg)*, I noticed that some Countries report this at
09hr, or both 06 and 09, the spreadsheet now picks this up and will take
the lowest value reported.

4. *Tx, Tn (Maximum & Minimum temperatures)*. Usually Tn is at 06hr and
Tx is at 18hrs, however, some Countries report both Tx and Tn at both
these times and some even report both these ever 3 hour (not many do
this), again I will pick up the max or min of the sets reported.

5. *Snow depths* should now also be picked up regardless what times they
are reported.

These changes for Europe only (yet) will take effect tomorrow, so data
for the 27th January onwards will reflect these changes.

USA and African reports.
