Default Snow Reports Tool

A few months ago i published a tool to plot Weather Reports on a map. I am
continuing to update this tool allowing weather reports to be updated and
deleted. However, i have also modified this tool and made a Snow Reports
Tool. I've uploaded it to the internet, and would like to trial it over the
next few days. The tool is primarily useful for showing the progress of any
snow as it moves through the country, and to report snow depths there-in.
The reports tool will be updated allowing users to update their reports.
This will occur at Midnight tonight, 10am tomorrow, 4pm tomorrow and at 8pm
tomorrow night. Old reports will be downloaded and kept on file, and then
published to allow a full history of the event across the UK to be plotted
and analysed. This data will be made available to all.

No 1 on the map reports the start of snow in Glenrothes, Central Fife.
There's no option for less than 1cm, but the snow's quite heavy ATM.

Currently 10mph due North, 989 mb, falling, 0 deg C, humidity 92%, (up
from 45% since 14:00) dew point -1 (up from -5.9 since 16:00z)
