Default Warm sunshine?

Just heard on R4 1257 forecast (Tomasz Schafernaker) that the SE
is bathed in warm (or even hot, he said) sunshine. Maybe Surrey is
not in SE England, because since about 11 am there has been 8 okta Sc
cugen plus a couple of oktas of small Cu below it. There are now (2
pm) signs that the Sc layer is breaking up and moving slowly SE but
the total cloud amount is still 7 oktas and it is brighter but not
sunny .
Inspecting local METAR's shows FEW or SCT 035 but no mention of
the upper Sc layer. Is this because it is probably a little above
5000 ft, despite the lower cloud? And is it possible that Mr
Schafernaker has been looking at METAR's rather than SYNOP's. If so,
it leaves one speechless.
As soon as he came on the radio I could perceive a certain
dissonance, you could sy, between what he was saying and what I could
see out of the window and that this situation had lasted a couple of
hours, and is still so two hours later. Well done, Tom.

Absolutely fantastic in the far SW (Penzance) where it was supposed to
be mirky. Max so far (14:40) 23C making it the warmest day of the year
so far (but nearer 20C right on the sea front)

The first day when it's been a real pleasure to go swimming (I've just
got back) now the SST in the bays around 14C.

Just back from collecting dinner (mussels and limpets) and fossils at Copt
Point, Folkestone. Warmest day so far, glorious... a strange brown haze
over France (pollution and a temp inversion perhaps?) but otherwise
cloudless. Very hot on the trudge back to the car...

Hasn't been all day here - rather overcast during the morning. Cleared
around 2pm though. Just a tad too warm being just over 26C earlier.
