I suspect it means that somewhere in the SE there is a 1:3 chance of a
tree coming crashing down. Thus disruption. The public are therefore
asked to make appropriate 'other plans' in view of this risk.

It may be too late by then.

All the charts say is that there is a risk of disruption due to heavy rain
and strong winds which could affect anywhere in the country sometime over
the next four days. The risk of disruption is fairly low and very spread out
suggesting that confidence is low and it is not clear which areas will be
hardest hit, but any area is likely to be affected. It is then up to the
reader to make plans if they feel necessary.

the answer is to just leave the whole country showing a RED warning all of
the time all year round
thats a great idea
then ppl can make their own minds up and er make plans as you say lol
