Default Small/urban wind turbines

Interesting summary of a newish report on the cost-effectiveness of
small-scale wind turbines:

Sounds like it's a shame that the Met Office won't make their wind
database available free of charge. (I know the usual arguments, but
this is one case perhaps where it might definitely be in the public
interest to make this information more widely available.)
