Default Why no Weather warning ?

Here in NW Cambs, we have received more rainfall in last 6 hrs than in
previous 6 months. 36 mm so far. absolute stair rods. Amber warning
only appeared at 1600. What is the point of a warning whilst an event
is occurring ???
