The very first steps:

I'm quite sympathetic to China's dilemma as we polluted like hell as we moved towards being a rich country. Same with many more western nations. One standpoint could be; "why should we expect 2nd, or 3rd world countries to limit their carbon emissions when we polluted so much, without limits, to gain progress?". Things have moved on, however, since the 18th and 19th centuries, of and we know far more about the probable effects of atmospheric CO2, but how much should we expect China and India (1/3 of the world's population) to limit their pollution? Shouldn't they have the same chances to progress that we had? |
