I was just reading that. Since when is -2 C "very cold" ? I remember
when pop bottles froze and burst if you filled them up with water and
left them outside.

Tricky to comment on this one without getting into politics, but I've
thought for some while that critical infrastructure such as this is
simply not appropriate for a "just in time" mindset. In any case, 48
hours (as mentioned in the BBC article) seems far too slow a response
time given that snow/ice events in the UK can become serious with very
little warning.
