Default Penzance - Averages & Extremes.

I have just finished updating the Averages & Extremes page on my
weather website http://www.easterling.freeserve.co.uk/wpage2.html

I have included a section showing average temperatures over different
periods (1961-90, 1991-2000, 2000-2009 etc.)

It is interesting to note that despite the last 3 rather disappointing
summers, the last decade was easily the warmest on record, and 0.5C
warmer than the 1990s.
