Well the flow over Europe was blocked and the Greenhouse Low was one
of a number that developed at low latitudes and ran polewards on the
western flank of the high. Modern theories of blocking emphasise the
importance of transport (of Isentropic Potential Vorticity) to high
latitudes, reinforcing blocking, so they may well be related in some
sense.

Just to say the NML were very helpful. Although the ASXX is not
available for 1991 they scanned the available charts and sent by
return email (no cost).
