Default Clarification of wind direction.

Are all of the discussions on the media and elsewhere of an Easterly or
North Easterly flow referring to upper level winds as opposed to
surface? Because according to XC weather most of the country has been in
a NW flow for most of the past few days. It looks to me that this still
isn't likely to change from this vague slack flow for a couple of days
in the south.

The Nw'ly winds are only a tiny kink in the NE'ly flow from Siberia so the
media are correct (for once).
