This was a Guardian hack who doesn't understand anything about long-
term forecasting accuracy, or its difficulties ( and it would have

The MetO don't issue drought warnings - they supply rainfall data to the
Environment Agency, and the EA use this data together with soil moisture
defecit data to decide to issue a drought order. AFAIK no-one issues
drought warnings - just statements of fact that a drought is actually
occurring.
