August, being equivalent to sub-zero in January, can warrant that
label) Typical temperatures for a wet August day IMX are in the range
17-19C (for southern England), and the temperatures observed in
Hereford, etc, suggest this wasn't a particularly cool airmass.

My guess is that the cloud is very thick and there is a relatively
stagnant airmass over the UK so very little sunlight is available to
warm the surface, and little surface advection, hence temperatures
hardly rise from their overnight values BICBW. If you look at the Met
Office graphical observations for London you will see the temperature
has been flat for the last 24 hours. Must be pretty unusual at this time
of year.

Tha max here was 15.1°C which places it in the bottom 1.5%
of all August maxes since 1983. The equivalent max for January is
-2.7°C. The standard deviations of maxes in both months is similar
but they show opposite skewness so that the 15.1° is 6.0 degC below
the August median whereas the -2.7° is 9.4 degC below that for
January.
It did not feel all that cold, despite continuous slight
drizzle. There was no wind to speak of and the humidity was high.

The initial dryness of the low-level air probably had something to do
with it (increased evaporative cooling), as did the timing (no
daytime heating before onset of precipitation). Thickness of the
cloud layer definitely contributed (as discussed in another reply).
