On the 0600 UKMO fax synoptic chart is a low 1033mb in the north sea.
How high can low pressures go?

As high as you like. It's a low because the pressure there is lower than
that of the air surrounding that location. If the surrounding pressure is
1055 mb you could have a 1054 mb low.

At the other end of the scale (with 'low' highs) I have seen a high in the
south Atlantic, central pressure 990 mb.

On the MetO FAX chart for 12Z Thursday there was a Low 1036 at
54N, 35E (Russia). There was just about a closed circulation and a
bit of snow.
The lowest High I have seen was a rather transient (12 -18 hours)
High 978 over western Scotland in early December 1976. It was
surrounded by several weak low centres in a large complex area of low
pressure.
