Default Comparing April temperatures with those of March

It's been a cool start to April, and it looks as though if anything the
next week may be colder. After the notably warm March, there must be a
fair chance that April will finish up colder than March.

I'd assumed that such a thing must be rare, but (as least in terms of
the CET) it seems to be surprisingly common. It last occurred in 1998,
and before that in both 1990 and 1989.
