I have a sneaking suspicion what they mean here is that there will be puddles, some of them quite big, something that few could have anticipated. They are turning us into frightened dimwits. This specifically does not refer to rivers flooding, which is definitely something worth heeding, but is covered separately as Flood Warnings. "The public should be aware of the possibility of surface water flooding and some disruption to travel and outdoor activities." There, that's it. No mention of getting injured or having to take any action, it is, after all, just a yellow warning. A warning of the possibility of disruption and according to various accounts here, the forecast was pretty much spot on. It just happened that the South East corner which was not in a high risk area virtually missed the rain altogether. Dave Here in Horsham it is certainly coming down. I like Lawrence, but I have become fed up with his seeming inability recently to post about anything other than how dreadful the Met Office is. I don't want this group to become effectively a group in the uk.politics.* hierarchy under another name.
