They've always hated the Civil Service and the Met Office in particular. The Met Office deserve some criticism for implying that their figures are global. If they were selling this data, they could be sued under the Trades Description Act. Until they include the Arctic, they are going to continue to underestimate the rate of global warming. I see Davis Rose has made a bit of a howler in saying the temperature hasn't risen from January 1997 when it's actually risen 0.3C.
