That article is about the probability of drought increasing due to AGW.
Any particular dry spell cannot be said to be caused *specifically*
by global warming, only that in genereal their frequency is predicted to
increase.

If you can find the original text of that forecast and it states
categorically
that it is believed that global warning is going to cause the event, then I
will
be only too willing to stand corrected.
