OK, Col, I've managed to recreate the problem you're having but only if, as a new user, I try to access the URL https://twitter.com/ on its own. If I try a link such as https://twitter.com/anthonywx/, the page asking for a login or registration does not appear, there's merely a small banner across the top of the page asking if you want to login.
