Really? Not unless they were ignorant of the conventions of newsgroups, eg
the title is intended to be just that - a short snappy 'headline' for the
thread and not a complete grammatically-correct sentence. What would you
take issue with?

Starting with a number? Perfectly acceptable in a title;
Space between number and unit - the recommendation in many scientific style
guides (I prefer not to do this myself, but I know I'm in the wrong, other
than for a few symbolic abbreviations);
The word 'rainfall' is absent but clearly implied - I don't have a problem
with that in a thread title;
The fact that you can't 'break' a total? True, but the sense is clear and
again acceptable for a short thread title;
