But I think that's an idealised figure, since AIUI (which isn't very far) the tropopause is higher at the pole than at the equator (or is it the other way round?) and also varies with the seasons. (Though I suppose it would be possible for it to vary in height in such a way as to keep a constant atmospheric pressure.)
