Default Cessation of Weather Stats for Whistlefield.

I'm afraid that the stats for Year 2016 are the last stats that I'll be
publishing. The Excel spreadsheet is full, the kit is ageing, (like me),
and we're hoping to move fairly soon so a complete record for 2017 just
wouldn't happen.
