The main difference is that the v5.4 Weatherlink software includes a major section to run a weather-reporting website, ie preparing graphics and text values for a web page and uploading the web page(s) automatically to a website. This is an evolution of the features that were previously available in the separate Weatherlink Toolbox program, but are now integrated within the one overall version of Weatherlink.
