Predicted local cloud cover is probably the key. But if personal interpretations can vary this much, I'd appreciate a little acknowledgement on the display of which meteorologist was making the forecast. I think the BBC have led the way in improving information on their 5-day forecasts, and that the UKMO are listening and catching up.
