However in defence of the UK I think they would have struggled in

conditions
like yesterday. What they don't have over there as much as we do is
marginal conditions. When its -20 its much simpler - you are driving on
packed dry snow not ice and you can use a snow blower to clear it. None

of
which would have helped in (say) Birmingham city centre yesterday.

It's true, we hired a car in Truckee, Lake Tahoe the year before last; once
the snow is compacted down it's surprisingly good to drive on if the
temperature stays well below freezing. Far safer than our marginal
freeze/thaw conditions.

In the centre of Kiruna N Sweden) they have undergound heating under the
pavements. This is very effective at clearing the ice.
