.... what I found interesting about the second programme was that
although the US *Federal* administration is decidedly luke-warm about
the Kyoto treaty etc., individual states (or more accurately groups of
states) are not: lots of cross-border co-operation between the NE US
states and Canadian Atlantic provinces for example. I hadn't realised
this.

I had heard rumours, but I was not aware of the extent of the movement.
I think GWB's spin merchants were claiming that Kyoto was a plot put
about by the foreign devils, but when Canada signed up it made the US
man-in-the-street think.
