Default another fascinating metar

LONDON/STANSTED EGSS 071350Z 29012KT 9999 R23/1500 RA FEW010
BKN022CB BKN028 06/03 Q1015


An RVR quoted in bright sunshine.

I presume it's caused by the evaporation from the runway of water after the
recent shower that is reducing visibility, but it sure is a novel report.
