Default .mil sites inaccessible

at bottom - left there's an option to get DoD-root certificate .
Download and double-click.

( it says : PKI install root - you can't miss it )

Those .mil sites have restricted access somewhat to only people who
have the PKI-root installed ( logical : it gives them more insight on
who visits these sites, in light of fight against terrorism and these
being DoD sites you cannot blame them for this policy) since 1-4-2004

I can't access that page either. Do I need a certificate to get a certificate?
Or do Freeserve have to get a certificate to let them use the name server?
