Default Atmospherics

Anyone here remember reading or seeing an article about some recent
research into static charges in the atmosphere?

I recall it found that electricity was dispersed too quickly for any
build up to be responsible for the formation or discharge of lighning.

Needless to say I couldn't find anything on Google. I looked in groups
and sorted by date. The vast amount of unsorted info on the web was
too much to trawl.
