I seem to remeber Paul never issues until the middle to end of
November, as he feels that the November weather has some significance
to the following winter.

Yes, around the 14th. I believe he does take account of September and
October as well - I think.

I thought Paul's accuracy was based upon the fact he issued his forecast in
March!!

Did you se his post here a few days ago (I think on one of the Metcheck
threads)? He said he would only issue a forecast if he thought there was
a chance of a cold winter. (Personally, I think that there's always a
chance, even if smaller than it was in the past.)

Paul also mentioned that several months ago. That's why I said that I hope
