I've sent a complaint along the following lines:-

I'm sorry but it isn't. So far it's lasted less than a week and
temperatures have hardly been extreme.

This keeps being threatened but so far it hasn't happened. Some places
have had moderate amounts which has thawed quite quickly. It certainly
hasn't happened 'across the country'.
