Default Would an average day temp be better?

This may have been covered before but..

Why are we stuck with giving the max temp in a forecast when it usually
refers to maybe 1-2 hours of a waking day, poss less?

i.e. we say, for example, that tomorrow will be 10 c when the temp will be
10 C for 35 minutes and in general it will 5 C on average. So no matter what
time you go out between 7 am and 7 pm the chances are it will be more likely
to be around 5 C (and not 10).

Do you think that jo public knows that a 10 C forecast temp refers solely to
the max, and it could be that the max lasts for all but 1 hour or so? I
would imagine that the vast majority of the public spend much more time out
of doors in the early morning and early evening and therefore never
expeience a day max.

Minimums are probably better as minimums as most people are unlikely to be
out and about.
