Just a small change this time.

The graph showing wind speed now shows the highest gust in 10 minutes at 3m agl.
The tabulation in the left column will continue to show 10 minute mean speed at
3m agl.

PS sorry for the webcam outage earlier today my dedicated computer decided that
it no longer fancied talking to the Internet any more, a reboot did the trick.
